Generally, providers of interstate or international telecommunications and interconnected VoIP service must register and report revenue. Form 499-A is the annual worksheet; Form 499-Q is the quarterly worksheet. Whether a specific provider must file — and how its revenue is classified — depends on the services sold, the customer relationship, and the traffic flow.

How do I correct or amend a Form 499A that was already filed?

Filed worksheets can be revised, and revisions are common after classification errors are discovered. The important question is not whether an amendment is possible but how it is positioned: a correction that is documented, explained, and consistent with your other filings is treated very differently from one that appears only after a review begins.
